Encouraging the United States Congress to pass S. 2214, a bill                
opening the coastal plain of the Arctic National Wildlife Refuge               
to responsible exploration, development, and production of its oil

	WHEREAS resolutions urging the United States Congress to open               
the Alaska National Wildlife Refuge to oil drilling were introduced in         
the Eighteenth, Nineteenth, Twentieth, and Twenty-First first session          
legislatures, and under the Nineteenth, Twentieth, and Twenty-First            
legislatures were successfully passed by both houses becoming                  
Legislative Resolves, let this resolution stand as the official opinion of     
the Alaska State Legislature for the next four years, expiring at the end

	FURTHER RESOLVED that the Alaska Legislature urges the                      
current leaseholders on the North Slope to make every effort to                
promptly build a natural gas pipeline to bring Alaska's natural gas to         
market and thereby avoiding resistance by national organizations that          
the gas resources in the Alaska National Wildlife Refuge would be

	Insert "and                                                                   
	WHEREAS the State  of  Alaska  has  supplied the United States              
of America an important percentage of its crude oil production in the          
past three decades, helping to stabilize prices for oil in the United          
States, and diminishing our country's reliance on foreign oil; and             
	WHEREAS  the State of Alaska has been a cooperative and stable              
partner with oil companies as opposed to many oil producing                    
countries; and                                                                 
	WHEREAS production  of  oil  on  Alaska's  Arctic  National                 
Wildlife Refuge will disturb a priceless resource, one that is of great        
value to Alaskan citizens; and be it                                           
	FURTHER RESOLVED that the Alaska State Legislature                          
opposes any unilateral reduction in royalty revenue from proposed              
exploration and development of the coastal plain of the Arctic National        
Wildlife Refuge and any attempt to coerce the State of Alaska into             
accepting less than the 90 percent of the oil, gas, and mineral royalties      
from the federal land in Alaska promised to the state at statehood."
